A structured evaluation built on sovereignty and compliance

The municipality evaluated three vendors. From the beginning, data sovereignty and compliance were nonnegotiable.

“The place where the data is stored was really important to us,” Mourad explains. “Germany was close, within Europe, and that mattered.”

Just an hour later, Mourad was meeting with senior leaders who were asking whether the investment was delivering value. “That was my example,” he says. “We already see a good, positive effect from having it.” 

 

Since implementation, the team has resolved several significant data loss cases. In those situations, native Microsoft retention would not have been sufficient. And when it comes to Entra ID, the team understands that protecting identity configurations and security policies is just as critical as restoring individual files. 

 

Eliminating third-party sub-processor risk 

For Mourad, evaluating third-party sub-processors and support access was as important as comparing features. During the selection process, the team examined where vendor support teams were located and who might have access to customer data. 

 

Rather than relying on external sub-processors, Gemeente Eindhoven prioritized a solution built on independent architecture and full governance control.
